Time the fourth dimension

As we all know as said by Mr Albert that time is the fourth dimension of this universe and also the time is not absolute.
Is it true that time taken by an event generated by two objects on Earth will be same as time taken by similar event generated by similar objects on another place of this universe like a planet in another galaxy given the surrounding conditions remains same.

If that is true then we can say that the universe is uniform on the basis of time. otherwise the universe is non uniform with respect to time. and that means an event may occur faster at one place and slower at another place.

In non uniform universe we maybe able to find a path of faster travelling to other locations of this universe.
But we need to find the path and most importantly we need to prove the universe is non uniform wrt time.
